“5E had an excellent year in 2009 even with the economic slowdown affecting most businesses and making jobs difficult to come by. But our team of highly efficient advisors and trainers are yet successfully managing to find new job avenues and openings for our clients. A majority of our clients have left 5E either with a qualification or a job or both. This year we hope to add many more projects and new successes to our portfolio and I would like to thank all my staff for their incredible support and wish them very best in all their endeavours in 2010. I’m sure, this year too will be an exciting and successful year for 5E.”

Management accountants will be well placed over the next ten years – if they can overcome the many challenges ahead, say experts. By Calum Robson, freelance journalist.

Credit crunch hangovers will strengthen accountants’ roles as business advisers over the next ten years, according to the International Federation of Accountants. Roger Tabor, chair of IFAC’s Professional Accountants in Business Committee, has said that accountants are well suited to contribute significantly to recovery. ‘In many organisations, they’ll act as creators and enablers of value, providing pertinent advice that informs strategic decisions and achieves better results,’ he said.

Peter Simons, technical specialist at CIMA, agreed saying he anticipated that business accountants will shift swiftly out of crisis management mode: ‘During the recession, there was an emphasis on cashflow and risk mitigation. Looking ahead, they’ll need to provide tactical input on systems investments, as well as centralisation initiatives, such as in house or outsourced shared service centres. The underlying trend will be to become more influential across the business.’

However Simons predicted that the relentless drive for greater efficiencies will continue in the 2010s. He said: ‘Globalisation and technological advances have helped drive down the cost of finance functions. In the future, instead of simply questioning costs, management accountants will be increasingly proactive in process improvements.’

Fine-tuning competencies
Successful management accountants will have a common set of attributes, said Tabor: ‘The accountant’s skill is both to chart the course an organisation has been following, and to guide its future journey. Increasingly, they’ll be expected to complement technical knowledge and analytical mindsets with leadership and personal relationship competences of a high order.’

This entails being unafraid to come straight to the point, however unwelcome the message. ‘Accountants will sometimes have to tell bosses things they don’t wish to hear, requiring strength of character on both sides,’ said Tabor. ‘In hard times, though, organisations that are prepared to hear and respond to bad news from trusted, internal sources are more likely to succeed than those that are not. And when good times return, those same values will restrain organisations from overstretching or misleading themselves.’

Becoming better informed
Simons predicted a need for better information over the next ten years, for both reporting and management information purposes, along with closer business partnering. He said that management accountants will be well-placed to provide the information senior managers need to capitalise on opportunities.

‘They’ll need to identify relevant leading performance indicators, collecting information on business processes and customers, and taking external factors into account,’ he said. ‘They must be champions of evidence based decision making – examining figures past and present, testing the logic of various forecasts, and using their insight to enhance performance management.’

Patrick Fenton, partner in KPMG’s financial management advisory practice, said the recession highlighted weaknesses that had previously been masked, calling for significant renewed investment. He said: ‘Finance teams will have to take more of a lead role in ensuring the right information gets to the right people at the right time. This will underpin their potential to do their jobs more effectively.’

Traditional techniques for forecasting demand proved insufficient when the recession took hold, according to Nick Jarman, partner at PricewaterhouseCoopers, who advises clients on finance function effectiveness. ‘Many CFOs had to tear their budgets up,’ he said. ‘In future, management accountants will have to apply more sophisticated thinking in predicting performance. This might include taking into account less obvious but more sector specific indicators.’

Jarman said a number of CFOs had found themselves faced with data that was too poorly organised to offer any realistic insight, while others had plenty of data but no sensible reporting methods. ‘Greater co-operation between finance, IT and the business will be needed, so that data strategy relates to actual requirements,’ he said. He cited working capital and cash reporting as examples of areas where effective reporting tools had been sorely missed.

Accounting for corporate responsibility
Another strong theme for the next decade will be corporate social responsibility (CSR). As organisations strive to boost their CSR credentials, greater emphasis will be placed on measurement and reporting, to give tangibility to good intentions.

Tabor said the importance of environmental and social issues to both the success of organisations and external reporting will grow, with accountants inevitably drawn closer in. He said: ‘Their distinctive contribution will be to ensure integration of CSR issues – along with the associated contribution of colleagues in other departments – into organisational strategy and objective setting; and into mainstream reporting processes.’

Indeed, the coming decade will see finance teams assuming greater responsibility for reporting outside traditional domains, predicted Fenton: ‘The challenge for management accountants will be to define sustainability data and its associated processes, and to collaborate with other functions to help business leaders make better decisions. Although it may be non-statutory information, it will be of increasing importance to a wide range of stakeholders.’

Adding appeal to careers
Management accounting careers may look somewhat different by the end of the coming decade. ‘There’s definitely a trend towards business intelligence providing management information,’ said Simons. ‘Commercial accountants will need to combine accounting expertise with business understanding and influencing skills. ‘Management accountants have traditionally trained in accounts, before progressing to financial or commercial roles,’ he said. ‘That may no longer be the norm, with reporting and back office functions separating out from the front line. Accountants will be focused on management – which is a more interesting proposition than one based on transaction processing.’

The accounting profession has been increasingly vocal in claiming eligibility for CEO roles. Influencing skills will still be crucial – but Tabor warned that CEOs also require strategic competence, political astuteness, leadership and clarity of vision. ‘Accountants who have become CFOs will already have developed those competences and be ideally placed to hone their skills,’ he said. ‘As to whether more will become CEOs, that will depend on how well individuals perform, develop and commit to exercising their strengths.’

Jarman concluded: ‘The most successful CFOs will be those who understand not just internal financial issues but also competitors, customers and the supply chain – and who use all available data to help their employers gain competitive advantage. It follows that those CFOs are strong candidates to be CEOs of the future.’

An event to celebrate 5E getting the Beacon Status was held on October 16, 2009 at Selby Centre. Attended by around 250 people the event had representatives from Jobcentre Plus, Department for Work and Pensions (DWP), Learning and Skills Council (LSC), Enfield council, London Development Agency (LDA).

Also present were local councillors, 5E staff and learners. The guest of honour was Lynne Featherstone, MP for Hornsey and Wood Green. Successful learners from across the seven centres of 5E Ltd were given certificates by the gathered dignitaries. These learners had overcome several barriers on their path to success and were elated to get their certificates at the ceremony.

Sahel Sanatnam, who completed the Employability Skills Programme (ESP) at Merit House, was one of the learners who received their certificates. “I am very thrilled to receive my certificate in front of so many people. It feels great and I will never forget this day,” said Sanatam. She was accompanied by her mother who was proud of her daughter’s achievement.

“It is really wonderful to see such a crowd and interact with fellow learners from different centres. 5E has given me hope and the desire to study further. My confidence has improved and I will soon enrol for higher studies,” said Sanatam.

For Eremir Pjetri, an ESOL student at Watkins House the ceremony was a dream come true. Pjetri has never been to a school and was moved after getting a certificate at the ceremony. He received certificates for clearing ESOL entry 1 and Adult Numeracy entry 3 courses.

“5E was my first exposure to a proper classroom where I improved my English listening and reading abilities. The constant encouragement and motivation I received from my teachers helped me to pass my CSCS (construction skills certification scheme) exam which is important to get a job in the construction industry,” said Pjetri, who believe his job prospects have now increased tremendously.

Speakers dwelt on the ‘good work’ done by 5E in helping the government reach out to the disadvantaged group of the society. In fact one of the speakers went ahead and suggested that 5E should add two more Es to their name: to stand for excellence and extraordinary!

Listening to the views of the speakers, 5E came out like a grand chandelier; spreading light and brightness in all its glory and grace through the several programmes it runs. The huge presence of local residents and learners mirrored the prestige and the esteem in which 5E is looked upon.

5E’s efforts to help the marginalised and the disadvantaged were well articulated by Raj Doshi, Director, 5E Ltd. Thanking the 5E board members, staff, well-wishers and funders for the constant support and encouragement, Doshi made it clear that he will continue to reach out to the disadvantaged.

“We look after 10,000 clients or customers and are one of the largest employers in Haringey council. I thank the board and chairperson for giving me a free hand to run 5E and my staff for their wonderful support,” said Raj Doshi.

Lynne Featherstone, MP for Hornsey and Wood Green in her speech commended the brilliant track record of 5E. “The work Raj Doshi and his committed, energetic and enthusiastic team do and their brilliant track record of achievement with 5E having been awarded Grade 1 (outstanding provision) three times by Ofsted is vital.”

The award ceremony was followed by a sumptuous buffet lunch enjoyed by everybody in 5E’s traditional style of friendliness and openness.

In September, we hosted the Discovery Event from our new centre in Edmonton Green. The 3 day event was for parents not engaged with the job centre but interested in gaining employment.

12 single parents attended and the feedback was positive. They took part in team work activities, learnt about the current labour market and also received help in CV creation from 5E advisor Janice Henry and trainer Jeremy Coulton.

It was an informative event, with guest speakers from the job centre and inspirational talks by individuals who have succeeded in sustaining employment despite being a lone parent, sometimes with severe health problems.

A quick glance over 5E’s inspection reports since it began reveals a distinct improvement in our performance over the last ten years. In 1999, 58 per cent of TSC’s key comments were positive, the 2003 inspection was 74 per cent positive, and the 2007 and 2008 reports were both 90 per cent positive (with only four and three points for improvement identified, respectively).

Summary of Ofsted Report 2008

Summary of Ofsted Report 2007

In July 2009, we were awarded Learning and Skills Beacon Status, which provides public recognition of excellence and innovation within the further education system. It celebrates learning providers that are outstandingly led and managed and deliver outstanding teaching and learning.

The ‘points for improvement’ still remaining in 2007 and 2008 were: Job-outcomes (which depends on the economic climate as much as it does on 5E’s quality of service), Train to Gain data analysis, self-assessment, referral to individual learning plans and follow-up of clients.

Reports have been particularly impressive in the areas of Management and Leadership, with a recurring emphasis on the treatment of staff, who are flexibly deployed, given hours to suit their personal needs, pertain from a wide range of backgrounds and ethnicities, and are often ex-learners.

In 1999, 5E was criticised for having an underdeveloped staffing structure, with some procedures not being understood by all staff and inadequate planning for on- and off-the-job training, all these points have been addressed over the years, so that by 2003, Ofsted were able to observe that ‘Staff are recruited and developed effectively’. Staff development and training were considered ‘excellent’ in 2007, and ‘particularly good’ in 2008.

Achievement levels have improved steadily, from ‘low’ in 1999, to ‘adequate’ in 2003, ‘satisfactory’ in 2007 to ‘outstanding’ in 2008. Whilst, according to the TSC report, there was ‘no basic skills training’ in 1999, by 2007, inspectors observed that both development of personal and social skills achievement of job related qualifications were ‘very good’ and by 2008, 5E had come on even further: ‘Train to Gain learners develop excellent workplace skills and greatly improve their working practices.

This is reflected in the statistics: in 1998-99 the rate of learners getting employment was o per cent, in 2001-2 it was 13 per cent, 30 per cent in 2002-3, 41 per cent in 2006-07 and 60 per cent in 2008-09.

Communications have also improved over the years. Whilst in 1999, ‘Trainees were unclear about components of the programme’ and ‘Some procedures were not understood by all staff’, in 2007 and 2008, Ofsted reported that ‘communications throughout 5E are highly effective’.

Inspectors have been consistently impressed by the equality and diversity of both staff and learners at 5E. In 1999, inspectors reported that ‘staff are rigorous in ensuring that the company promotes equality of opportunity,’ and the ‘ethnic mix of staff and trainees reflects that of the local community’. The promotion of equality of opportunity was judged ‘particularly strong’ in 2003 and ‘outstanding’ in both the 2007 and 2008 reports.

Inspectors’ comments on 5E’s teaching standards have been positive, but not remarkable. Staff expertise in training disadvantaged trainees was considered ‘good’ in 1999, and teaching in general ‘satisfactory or better’ in 2003. ‘Support for participants’ was considered ‘outstanding’ in 2007 and ‘good’ in 2008, with the particular observation that ‘Initial advice and guidance is effective and the wide range of languages spoken by staff is used well to meet the needs of learners who do not speak English’.

Equipment, use of funds and resources have consistently been praised, particularly in the 2007 report: ‘Resources are managed very effectively and their use demonstrates value for money.’ Learner attendance has improved considerably: from ‘satisfactory’ in 07, to ‘excellent at 98 per cent’ in 2008.

Achieving an overall ‘Outstanding’, or Grade 1 in the 2008/09 report, we were recently also awarded ‘Beacon Status’, a government recognition of institutions that provide outstanding teaching and learning and are a good example for others.
